The primary purpose of this position is to serve as the Workforce Support Administrator providing Personnel Recovery Academy managers with objectively based information for making decisions on the administrative and programmatic aspects of civilian personnel practices; to analyze and recommend manpower requirements for current and projected workloads; and to provide management consultant services.

Duties

Responsible for the execution and oversight of PRA Recruitment, Onboarding, and administrative programs. Performs workforce administrative activities for PRA as directed by the JPRA/J1 Branch Chief and Civilian Program Specialist ensuring compliance with legal and regulatory requirements in addition to meeting customer needs. Coordinates reviews with civilian personnel liaison to examine, and synthesize data from core personnel documents, organization charts, unit manpower documents, DCPDS, Business Objects, and reports containing civilian personnel and position data to ensure compliance with policies and advises management or takes corrective action from the J1 Branch Chief. Provides guidance on aspects of PRA workforce management processes.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designation critical-sensitive and incumbent must be able to obtain a TOP SECRET security clearance with access to Sensitive Compartmented Information to perform the duties of the position. A non-disclosure must be signed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: comprehensive knowledge of a range of management, planning, and measurement concepts, principles, practices and methodologies currently in use by the Air Force, DoD, and private industry. Knowledge of an extensive body of civilian HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations, monitor and track Requests for Personnel Actions (RPAs), ensure forms for civilian pay actions are submitted for in-processing and out-processing employees or members, and comparable actions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements; and Federal Human Resource affirmative employment, staffing, recruitment and placement, benefits, compensation and pay, classification, and employee development principles, concepts, policies, and analytical techniques. 2. Knowledge of the Defense Civilian Intelligence Personnel System (DCIPS), Defense Civilian Personnel Data System (DCPDS), and Defense Civilian Payroll System (DCPS). 3. Knowledge of analytical reasoning processes and ability to identify and project trends and propose alternative solutions to adverse trends. 4. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques in affirmative employment, staffing, recruitment and placement, benefits, compensation and pay, classification, and employee development; and in troubleshooting and resolving problems associated with providing comprehensive affirmative employment, staffing, recruitment and placement, benefits, compensation and pay, classification, and employee development advisory services. 5. Ability to interpret manpower documents and accurately connect personnel records to manpower and funding data elements. 6. Ability to communicate orally and in writing; effectively provide concise advice to resolve various personnel program conflicts with internal and external customers, and present briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
