This position is in the Department of Defense, Office of the Inspector General (DoD OIG), Office of the Deputy Inspector General for Diversity and Inclusion and Extremism in the Military (ODIEM).
**This position may be remote work eligible.**
Duties
Performs reviews and critical assessments of programs that include, but are not limited to, the prevention of and response to diversity, inclusion, supremacist, extremist, and criminal activities within the Armed Forces and other program areas.
Develops plans, methodologies, and approaches for analyses or evaluations conducted independently or as part of a team. Conducts studies and evaluations defining the scope, objectives, and resources required for the projects.
Prepares reports, ensuring adherence to procedures, formats, and protocols. Provides supporting documentation, cross references, or other information for fully supported recommendations and conclusions. Presents and defends reports as required.
Research laws, regulations, policies, procedures and other relevant documents and data in program reviews. Identifies potential data sources, determines relevance, and analyzes and applies results in studies.
Prepares drafts of or input to Congressional or inquiries relating to assigned projects and studies. Maintains documentation of study and evaluation status, results implementation, best practices, lessons learned, or other areas.
Designs and conducts complex surveys, reviews, and similar initiatives to gather and evaluate information on program and management operations; analyzes and prepares reports of results, documenting findings, and recommendations.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as security designation level such Non-critical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade:
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service.
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service.
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.
Specialized Experience: For entry at the GS-11 level you must have 52 weeks of specialized experience at the next lower grade level of GS-09. Specialized experience is defined as: Knowledge of standards established by the Council of the Inspectors General on Integrity and Efficiency (CIGIE) for Federal Inspectors General to apply them in program reviews. Knowledge of qualitative and quantitative analysis techniques to assist senior analysts in conducting studies and assessments of programs. Understanding of methodologies for program reviews. Skill in analyzing data and information to assist senior analysts in identifying issues and in developing conclusions and recommendations, where appropriate. Skill in written and verbal communication to present results. Ability to establish and maintain effective working relationships with internal staff and with external organizations. OR
A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in program analysis or a degree that provided a minimum of 24 semester hours in program analysis. OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.)
For entry at the GS-12 level you must have 52 weeks of specialized experience at the next lower grade level of GS-11. Specialized experience is defined as: Knowledge of standards established by the Council of the Inspectors General on Integrity and Efficiency (CIGIE) for Federal Inspectors General to apply them in program reviews. Firm understanding of qualitative and quantitative analysis techniques to conduct analyses of programs. Assist with the conceptualization and design of methodologies for program reviews. Advanced skill in analyzing data and information to identify issues, and to develop conclusions and recommendations, where appropriate. Skill in written and verbal communication to present results and to participate in negotiates dealing with the acceptance of corrective action. Skill in preparing and presenting briefs to leadership. Ability to establish and maintain effective working relationships with internal staff and with external organizations to maintain awareness of ongoing operations and to conduct reviews.
For entry at the GS-13 level you must have 52 weeks of specialized experience at the next lower grade level of GS-12. Specialized experience is defined as: Knowledge of standards established by the Council of the Inspectors General on Integrity and Efficiency (CIGIE) for Federal Inspectors General to apply them in program reviews. Expert knowledge of qualitative and quantitative analysis techniques to conduct analyses of programs. Robust skill in the conceptualization and design of methodologies for program reviews. Expert in analyzing data and information to identify issues, and to develop conclusions and recommendations, where appropriate. Skill in written and verbal communication to present results and to negotiate the acceptance of corrective action. Proficient in preparing and presenting briefs to leadership. Ability to establish and maintain effective working relationships with internal staff and with external organizations to maintain awareness of ongoing operations and to conduct reviews.

Education
At the GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.
