The Phoenix VA Health Care System is currently recruiting for a Supervisory Management and Program Analyst located in Associate Chief of Staff, Primary Care Services, Phoenix, AZ. The Supervisory Management and Program Anaylys is responsible for researching new management and business practices which may be suitable for adoption by the Service to improve administrative and clinical operations in compliance with regulatory organizations and guidelines.

Duties

Duties include but are not limited to: Collect, analyze and validate various data concerning the patient experience as required. Collaborate with various Councils/Committees i.e. data analysis and trends to various Service meetings. Provide advice and counsel staff on data management capabilities and/or limitations as needed. Exercise independent judgment in the performance of duties and responsibilities. Conduct special studies and/or analysis of patient experience data for PVAHCS from a variety of sources as needed. Participate in data validation activities that include the analysis and validation of methodology. Respond to one-time or ad hoc data requests from various levels of NAVAHCS, which may be coordinated with other members of the health care system and the supervisor. Develop and maintain technical guide and Standard Operating Procedure (SOP) for recurring reports and newly created databases. Provide training, as needed, to individuals that might be covering duties. Plan and accomplish special projects; will research, manage and report on special projects for department or programs of special concern. Undertake, conceive and implement special projects, with ongoing analyses, investigations and initiatives that have high priority for high-level management. Provide expert analysis, recommendations and reports on complex Veteran satisfaction and/or program issues. Manage/report on special projects for department or programs of special concern. Aid in creating databases for other services; this will include development of technical guide and SOP to educate and enable service to maintain. Provide significant contributions and/or technical leadership to high visibility projects i.e. assist in identifying and resolving issues of strategic importance to the organization. Evaluate processes and/or makes recommendations for effective organizational changes in terms of strategic planning relative to improved Veteran satisfaction. Participate in PVAHCS and/or VISN committees and/or process improvement teams. Perform other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: The incumbent serves in a developmental capacity at the GS-11 level. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level. In addition to meeting the time in grade, you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: data management, maintain database, Research and analysis, plans and accomplish special projects, experience in process improvements. GS-12 Specialized Experience: In addition to meeting the time in grade, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: data management, maintain database, Research and analysis, plans and accomplish special projects, experience in process improvements. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsContracting/ProcurementCustomer Service (Clerical/Technical)Financial ManagementManaging Human Resources Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some light physical effort may be required.
