Duties
As the Information Assurance Manager (IAM), implements and enforces all DOD information system Information Assurance (IA) program policies and procedures as defined by the security certification and accreditation documentation.
Participates with other security analysts, financial/accounting personnel, and processing personnel in gathering facts regarding system and production requirements related to the accreditation process.
Manages and administers program, data, and user security standards to ensure for the protection of financial and accounting systems’ resources.
Designs, develops and manages a risk management program to identify and analyze system security threats.
Evaluates IA safeguards to ensure vulnerabilities are minimized to protect the integrity and confidentiality of financial and accounting databases, tables, and all related data and sub systems.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have one year of related financial experience OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

FOR ENTRY AT THE GS-7 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-5) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: applying financial laws and principles to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; and researching financial policies to determine common financial issues.
FOR ENTRY AT THE GS-9 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and providing support to Information Assurance (IA) program to ensure integrity of systems.
FOR ENTRY AT THE GS-11 LEVEL:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: analyzing functional requirements for finance and accounting systems and recommends system changes; monitoring and evaluating financial systems to identify weaknesses and ensure integrity of Information Assurance (IA) program; and providing support for Federal Information System Controls Audit Manual (FISCAM) and Risk Management Framework (RMF) testing.

Education
SUBSTITUTION OF EDUCATION FOR GS-07 SPECIALIZED EXPERIENCE: One full year of graduate level education or a bachelor's degree with Superior Academic Achievement (a grade point average of a 3.0 or higher on a 4.0 scale, class standing in the upper third of my graduating class or major subdivision, or membership in a national scholastic honor society) may be substituted to meet the specialized experience requirement.
SUBSTITUTION OF EDUCATION FOR GS-9 SPECIALIZED EXPERIENCE: A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
SUBSTITUTION OF EDUCATION FOR GS-11 SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
