Duties

Develops an effective implementation of Standard Operating Procedures (SOPs) for all areas of responsibility and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures. Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Identifies actual and potential problem areas and develops actions and taskings to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources. Exercises accountability and leadership oversight of metrics development performed by staff to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to operations. Plans, manages and supervises assigned staff which consists of technical and professional personnel. Workload is organized into subordinate branches or sections within the division. Attends meetings, conferences, and workshops; represents the organization and makes commitments as directed.

  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

  • Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Performing in-depth analysis and evaluation of financial operations, policies, procedures, and regulations to ensure the overall effectiveness and efficiency of finance and accounting operations; recommending process improvements to financial operations; and providing high-level financial operations expertise to senior leadership to help them carry out financial missions with allocated resources. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
