This position is within the USDA-Office of the Chief Financial Officer, National Finance Center, Government Employees Services Division, Client Services Directorate, Training & Communications Branch in New Orleans, LA. The incumbent of this position serves as a project leader in the Training & Communications Branch.
Duties
Proposes, designs, and conducts studies to analyze and evaluate the effectiveness of planned or existing systems.
Makes recommendations and coordinates with systems designers.
Conducts meetings with NFC and agency personnel.
Reviews public laws, USDA, Departmental, and Federal regulations, audit reports, and policy statements.
Prepares and coordinates the full range of documentation support.
Monitors changes of existing systems and new systems.
Determines training needs.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
GS-12: One-year specialized experience equivalent to the GS-11 grade level. Specialized experience is defined as: Experience conducting studies to analyze and evaluate the effectiveness of planned or existing systems; making recommendations and coordinating with systems designers, and programmers. Preparing comprehensive, concise procedures, training and informational material, proposals, and reports to present factual information to support conclusions and recommendations.
Time in grade: One year at the GS-11 grade level is required to be eligible for the GS-12. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Education
