Duties

You will use Project Management knowledge, processes and tools to lead and manage diverse project teams necessary to propose, plan, execute, and close-out multiple complex Ordnance and Energetics Manufacturing tasks or projects. You will composeand present project documentation (e.g. cost estimates / proposals, project plans, schedules, spend plans, statements of work, etc.). You will manage and track project planning and execution information using Microsoft Outlook, Word, Excel, Power Point, Project, SharePoint and Adobe Acrobat software; You will analyze, track and report on project status including: budget, cost, schedule, technical performance, risk and quality. You will manage and track project financial data using the Navy Enterprise Resource Planning (ERP) system including gathering financial information and building project structures. You will communicate and resolve project status or issues with portfolio managers, resource managers, customers and suppliers.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower pay band NT-03 (GS-9/10 equivalency) in the federal service or equivalent experience in the private or public sector analyzing and coordinating technical project management processes and procedures to identify problems and recommend solutions in support of ordnance or energetic project objectives. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent.
