SSA's Office of Operations administers three programs under the Social Security Act: the Old-Age and Survivors Insurance (OASI) program, the Disability Insurance (DI) program, and the Supplemental Security Income (SSI) program. As the senior agency officials in each of SSA's ten regions, the Regional and Deputy Regional Commissioner ensure effective SSA interaction with other Federal and State agencies, Disability Determination Services (DDS) and other regional and local organizations.
Duties
The Assistant Regional Commissioner for Processing Center Operations (ARCPCO), located in Chicago, IL directs the activities of approximately 900-1,300 employees in a range of grade levels from clerical support to executive/supervisory level. The Region provides service to customers in the following states: Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin with the ARCPCO providing executive leadership and direction in planning and carrying out the Processing Center's (PCO) total mission and assisting with the Teleservice Center's (TSC) mission.
The incumbent serves as a member of the Regional Commissioner's Executive Staff, participating in the overall direction of Social Security matters in one of the major or geographical service areas of the country. The incumbent provides executive leadership and direction in planning and carrying out the Processing Center's (PCO), including processing claims for certification of retirement, survivors and disability benefit payment to a large segment of the nation's population.
The ARCPCO plans and sets operating goals and objectives and achieves efficient, effective and economical operational processes. Incumbent is the key regional official responsible for overall executive coordination of activities within the PCO and the TSC's in the Region. The ARCPCO plans, directs and coordinates the activities of the operating components of the PCO and TSC's including the review, authorization and reconsideration of claims; evaluation of medical/vocational evidence in disability claims; control and collection of outstanding debt workloads; answering correspondence; benefit adjustments (e.g., suspensions, terminations, readjustments, etc.); manual and automated claims processing; case control; certification of benefit payments; handling incoming 800# calls; and a multitude of related functions.
Qualifications
As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.
You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive. To be considered for this position, all applicants must address each of the Executive Core Qualifications (ECQ) listed below in the application documents you submit. Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications listed below. Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives, and level of contacts.

DESIRABLE QUALIFICATIONS (DQs):
An optional statement addressing each Desirable Qualification (DQ) is strongly recommended. No more than one (1) page per DQ is allowed; additional information will not be considered. This document should be submitted using the "Desirable Qualification" document type.
