You will serve as a Financial Management Analyst in the NAMEDRSCHU DAYTON W PATT AFB.
This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will use automated systems (e.g. Defense Travel System (DTS), Navy Enterprise Resource Planning Program (ERP) to analyze, prepare and process travel requests in support of temporary duty functions and budget requirements.
You will analyze and evaluate changes in program plans and funding and/or budgetary relationships.
You will utilize policies, precedents, regulations, and guidelines of a functional area for financial oversight, budget formulation.
You will utilize Microsoft Office programs for routine and continuing assignments across multiple data platforms.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must
achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilizing financial analysis techniques, budgeting processes, financial reporting, financial modeling, and data analysis.
Analyzing and problem-solving skill, as well as the ability to interpret and apply financial regulations and policies.
Utilizing financial software like and tools such as spreadsheets, databases, financial management systems like SAP ERP and data visualization tools.
Utilizing Microsoft Excel, financial modeling software, and other relevant applications is required.
Multi-tasking and prioritizing workload.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Master's or equivalent Graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience are qualifying for grade levels and positions for which both education and experience are acceptable (i.e. where education can be substituted for experience). The percentage of experience plus the percentage of education must equal at least 100 percent to qualify an applicant for that grade level.
Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
