About the Position: US Army Medical Materiel Development Activity (USAMMDA) is the DoD's advanced medical materiel development activity for products designed to protect and preserve the lives of Service members. This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 711(b) and 737 of FY 2019/2020 National Defense Authorization Act (NDAA). Employees will become DoD employees upon transfer to the DHA.

Duties

Oversee the modernization, procurement, and the sustainment of assigned medical equipment and Sets, Kits, Outfits (SKOs). Assistant Project Manager responsible for evaluating the use of Non-developmental items and assist in acquisition policy determinations. Make recommendations in budgeting, programming, planning, and execution of funding as it pertains to modernization of assigned equipment and Sets, Kits, Outfits (SKOs). Manage the portfolio of medical device replacement and modernization efforts to include cost, schedule, and performance; procurement of test articles and contracting; and sustainment documentation. Work with a diverse team of civilian, government contract personnel, and the military. Medical Modernization modernizes existing fielded equipment and Sets, Kits, Outfits (SKOs) used by the deployed Army by conducting operational testing and procurement of test articles leading to selection of modernized equipment/SKOs.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• Two year probationary period may be required.

• This is an Army Acquisition, Logistics and Technology Workforce position.
• Selectees must meet position requirements for certification at the Advanced Level in the Acquisition Career Field Program Management within 24 months of entrance on duty.
• This position requires a Tier 2 Non-Sensitive Moderate Risk personnel security investigation.
• This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.

The DJ-03 pay band is equivalent to the GS-11, Step 01 through GS-12, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band, may not receive an immediate pay increase (promotion) if appointed to this position. Specialized Experience: One year of specialized experience which includes (1) Managing acquisition life cycle program activities of equipment and services; (2) Managing a portfolio of medical products, equipment and sets; AND (3) managing project schedules to ensure efficient and timely completion of tasks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
