You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST in NAVMED OPER TRNG CENTER.

Duties

You will provide guidance and direction to academic directors, staff education coordinators, training program manager, education specialist, curriculum developers, and instructor at Naval Medical Operational Training Center. You will guide the design of training for operational medicine personnel, in all types of training and may involve major changes in the methods, techniques, and processes of designing, implementing, or distributing education and training. You will initiate projects based on analysis of current needs including input form training sites and/or the fleet, changes in Navy, BUMED discussed or NMETC policy or emerging issues in learning theory and technology for training. You will serve as the senior educational consultant for instructional systems at Naval Medical Operational Training Center. You will direct research on and implementation of models for instructional systems design in medical technical, professional and leadership education and training.

Qualifications

BASIC REQUIREMENTS: Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Possession of the academic requirements must be verifiable via SUBMITTING A COPY of the transcripts, degree, or diploma with your application to support your eligibility claim as applicable. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing automated systems (e.g., management information system, Microsoft Word, Excel, PowerPoint, Access) to extract information. Experience in test development and measurement theories, techniques and software. Experience preparing reports and maintaining documents in electronic files for easy retrieval. Experience utilizing the AIM II curriculum development program and the Questionmark on Premise survey and testing program. Experience reviewing forms and instructions ensuring they are approved and controlled.
