You will serve as a INSTRUCTIONAL SYSTEMS SPECIALIST in the Training Standards Department of NAVAL EDUCATION AND TRAINING COMMAND.
Duties
You will serve as an Instructional Systems Specialist analyzing and updating management and organization practices and principles for curricula guidance, oversight, integration and standardization.
You will complete standard reports to provide to Naval Education and Training Command (NETC) leadership and enterprise representative with assessment data as required.
You will interpret and implement provisions of Navy and NETC policy as it applies to Force Development and Ready Relevant Learning (RRL).
You will develop or modify program policies to support Force Development, training transformation, implementation and improvement, specifically as it applies to the modification and improved delivery of to the fleet.
You will draft Standard Operating Procedures (SOP), Functional Requirements Documents, Business Rules, Business process Mapping Documents, etc., for the content development and standardization efforts in regards to curriculum development.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- May require frequent extended travel via commercial or government aircraft.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assessing, developing and implementing training curriculum in accordance with Department of Defense (DoD) and Department of Navy (DoN) policies and guidance; 2) Applying analytical methods and techniques to conduct research, analyze data and evaluate performance of training programs (e.g., Ready Relevant Learning (RRL), accession training, professional development); 3) Collaborating with personnel to plan and manage project resources, budgets and technology requirements to achieve training goals; and 4) Utilizing DoD educational tools and delivery systems (e.g., Corporate Enterprise Training Activity Resources Systems [CeTARs], Enterprise Training Resource Manager System (eTRIMS), Content Planning Module/Learning Object Module (CPM/LOM)) to support the development and management of formal training courses.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess a Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
- Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
