You will serve as a SUPERVISORY INSTRUCTIONAL SYSTEMS SPECIALIST in the N7 Training and Development Division of NAVAL EDUCATION AND TRAINING COMMAND.

Duties

You will serve as the subject matter expert on integration, standardization of course development, training standards, training data and analysis, performance measurement and evaluation, and fleet mission and training requirements. You will identify problem areas from information contained in reports from firsthand observations, personal contact or written communication and provide curriculum knowledge and guidance for the satisfactory resolution of these problems. You will develop and reviews policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs. You will distribute work, establish deadlines and reviews products for accuracy, completeness and timeliness.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying qualitative and quantitative analytical methods and tools to assess and improve complex and comprehensive training studies, processes and systems; 2) Designing and conducting surveys, assessments and studies to develop solutions to broad, important and critical training requirements;3) Utilizing knowledge of training objectives, policy, guidance and organizational relationship, to ensure application of sound training and education principles. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
