You will be responsible for developing and implementing procedures under the provisions of Title VI of the Civil Rights Act of 1964 for Federally funded programs. In this capacity, you will represent OCR with the Departmental Office of Civil Rights, the Office of Chief Counsel, and serve as OCR’s point of contact to the U.S. Department of Justice (DOJ); and other internal and external entities on Title VI compliance checks, reviews and complaint investigations.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience working on: pre and post awards; conducting compliance reviews; providing technical assistance to grantees; Title VI training; Title VI investigations; and managing a nation-wide external civil rights program. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Reading (†) - Understands and interprets written material, including technical materials, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations.
