Duties

Planning, writing, preparing, coordinating, negotiating, and concluding bilateral government to government international agreements for fuel products and/or fuel support, supplies, and services. Performs international agreement administration to include amendments and staffing for DoD approvals. Prepares, coordinates, and submits funding document requests for multi-million dollar international agreement fuel requirements. Participates in logistics panels and meetings, representing DLA Energy’s Director of Supplier Operations by providing information/technical briefings at forums, seminars, working groups on international logistics and agreement support. Develops agreement budgets, performs cost analysis, and provides financial forecasts for review/approval by DLA Energy Supply Chain Management. Performs analytical studies to include program reviews, systems analysis, audit readiness reviews, and develops standard operating procedures for the DLA Energy International Agreement Program. Reports DLA Energy use of Acquisition Cross Servicing Authority for international fuel agreements to the Office of the Undersecretary of Defense (OUSD) Acquisition and Sustainment (AS) International Cooperation (IC) and Joint Staff. Utilize Fuel Exchange, Direct Bill, and Fuel Support style of agreements in support of bilateral government to government international agreements for fuel products/support, supplies, and services.

Qualifications

To qualify for a Logistics Management Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Creating and negotiating agreements for fuel and/or fuel support, supplies, and services. Demonstrated skill in negotiating prices, terms, and conditions to protect the best interests of the U.S. Government. Analysis of fuel requirements to include studies of financial/cost information associated with host nation support/proposals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
