As a Management Analyst you will develop recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components. Recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments.
Duties
Develops recommendations for improvements in administrative operations and to promote efficiency and cost savings.
Evaluates, processes, and makes recommendations for effective organizational changes.
Recommends areas and methods by which efficiency of operation can be improved and develops training to implement.
Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations.
Participates in discussions, meetings, conferences and conference calls with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information, to investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems.
Advises management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations, and procedures.
Serves as a liaison between VBA District Offices, Pension Management Center and the Fiduciary Hub, coordinating and facilitating initiatives that require team cooperation and action.
Regularly apprises the Director of initiative status and recommends when intervention is necessary, providing sound advice and guidance to station management in achieving the Fiduciary Hub's objectives.
Provides support for innovative programs aimed at highlighting and improving mission effectiveness; maintaining, adjusting, and recommending short- and long-term plans as required by changes or evolution in mission and objectives.
Utilizes statistical analysis, and/or other techniques designed to effect process improvement and more efficient business practices. Investigate and recommend solutions to operational and/or managerial problems as identified by the Director and/or Assistant Director(s).
Reviews initiatives, measures the Fiduciary Hub's performance toward initiatives and advises the Director of corrective action to be taken to meet initiatives. Assists in the formulation of action plans to track Fiduciary Hub progress with respect to implementation goals and facilitates work or program reviews to improve results.
Responsible for continuous communication of results to Director and other Management. Establishes study methods and techniques to be utilized in substantive program studies and audits.
Develops and employs advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of organizational programs. Gathers and organizes narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions.

Qualifications
Specialized Experience for GS-09: Applicants must meet all requirements by the closing date of this announcement. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Uses computer systems or applications to collect, compile, and organizes information; Provides technical advice in subject matter area to others; Analyze or interpret data or other information.
Or
Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
Or
Applicants may substitute a combination of graduate education and specialized experience to qualify for the GS-09 position: A combination of less than the full year of specialized experience described above and less than the full amount of education described above, however, combined the experience and education equal 100% of the required qualification. (You must submit an official or unofficial copy of graduate level transcripts that demonstrates this information).

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience gathering a variety of data to analyze, plan, evaluate, and measure the effectiveness and efficiency of the Organization that generate recommendations for operational and/or procedural changes. You must also possess the business acumen needed to effectively review programs, special studies, projects, etc., to identify trends, problem areas, inefficiencies, and inconsistencies.

Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Time-in-grade
Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50).
