The primary purpose of this position is to serve as the Installation Support Analyst with responsibility for specific CONUS-based installations, Joint Bases and Community Partnership support. In this capacity, integrates, synthesizes and synchronizes the efforts of activities to ensure mutual understanding and unity of effort in functional program areas.
Duties
Duty 1: Provides technical review of proposed modifications to intra-service Memorandums of Agreement (MOA) and develops associated agreements for Transfer of Accounting (TOA) between Service Components.
Duty 2: Provide support on all Joint Base & Community Partnership matters to senior leaders (GO/SES level).
Duty 3: Works with civilian communities and other Services to resolve complex base issues, and formulates negotiated agreements.
Duty 4: Leads teams and working groups of cross functional disciplines engaged in developing and recommending proposals and implementation plans.
Duty 5: Represents the organization at executive levels within the Government and to contractor/industry representatives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of the closing of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes installation and community partnership support, while ensuring programs are consistent with existing agency legislation and policy; planning installation management key account program initiatives; managing and resolving problems in program implementation between large organizations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of comprehensive range of support functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of organizations to provide high level of staff guidance.
2. Knowledge of asset management principles, applicable public laws, department and agency concepts, theories, policies, directives, and procedures.
3. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds.
4. Knowledge of business accounting and financial management principles and procedures.
5. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, pr reports suitable for top management use and decision -making. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
6. Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve agency program operations and management systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
