This position is within the USDA-Office of the Chief Financial Officer, National Finance Center, Government Employees Services Division, Client Services Directorate, Client Management Branch, Section One, located in New Orleans, LA.
This position serves as a Project Leader for major projects assigned to the Division/Branch and is primarily responsible for analyzing proposed system changes and enhancements to the automated processing systems which support the division's lines of business.
Duties
Identifies work processes or system controls that may enhance system efficiency and/or effectiveness.
Develop and apply analytical methods and techniques and devise novel solutions to problems.
Presents controversial and critical findings and recommendations to the supervisor or project lead.
Develops written analysis and recommendations for presentation to the supervisor or project lead.
Requirements
- You must be a US Citizen or US National.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
One year of specialized experience, equivalent to the GS-11 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as a Management Analyst: Such experience include: (1) Conducts reviews, evaluation and quality control of the automated (2) Processing and answering questions concerning payroll/personnel documents (3) Serves as project leader on major projects (4) Devises approaches and timetables to be used and directs lower level employees on these approaches. (5) Coordinates work assignments and serves as a technical advisor in the accomplishment of the project.
Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-11 is required to be eligible for the GS-12. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted.
