Vacancies will be filled in the following specialty areas:
SBSE, Operations Support
The following are the duties of this position at the full working level.
Plans, performs, and/or coordinates the most significant types of managerial assignments encompassing the
entire program and functional areas of the Director, often requiring the integration of cross-functional areas
of other business units.
Prepares agency directives, IRM issuances, memoranda, service wide policy statements, and other written
guidelines and recommendations which interpret the Service's position on issues related the Business Unit's
functions.
Negotiates on policy matters involving multi-organizational, functional, and operational areas and assures
understanding and consideration of the Director's policies and views.
Is responsible for developing, establishing, and maintaining adequate processes for review of work products
and projects to assure technical and administrative completeness and accuracy. Conducts the final review
and approves or signs for the Director, those projects that must be referred to the Director's office because of
the significance of the problems or procedural requirements.
Provides technical advice to the Director, which affects overall management of programs and functions under
the purview of the Director.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-15 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Serving as the Expert Analyst (e.g., Working with and/or rewriting provisions of Examination Internal Revenue Manual sections) to determine and evaluate issues and make recommendation for resolution. Experience interpreting and applying Income Tax Law to make determinations of tax deficiencies. Experience with creating and maintaining performance plans to ensure compliance of the rules. Accomplishing major analytical studies concerning tax laws and/or projects relating to mission-oriented programs dealing with strategic objectives. Preparing reports and making recommendations to all levels of management and Executives to inform decision making.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
