Duties
This Project Manager position is located in Enterprise Support (ES), Security & Administrative Services (SAS), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as the lead manager for construction project coordination from the project's first concept to completion. Collaborates with various stakeholders to communicate project requirements and conducts site visits when necessary to manage the project progress.
Provide current status updates of projects to all stakeholders including Real Estate Leadership. Update data management system (REMS) with current project information. Escalate project issues, problems and policy conflicts to the TSA Section Manager.
Maintains and creates REMD project package - helps to provide cost estimates for projects that are used to manage a budget/spend plan. Coordinates any required RWA (reimbursable work authorization) or Procurement requests to fund projects. Works with the REMD Financial Specialist and notifies leadership of any unforeseen situations when additional funding may be required.
Manages customer expectations for project delivery and coordinates communications between the TSA customer, Office of Information Technology, Office of Contracting and Procurement, and the contractor and ensures final deliverables are fully functional and meet REMD requirements and customer needs.
Prepares complex procurement documents such as Statements of Work (SOWs), business case analysis, government cost estimates, and other acquisition documents, and is responsible for fulfilling COR duties or contracts associated with contractor services for the assigned contracts.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Experience applying real estate project management in order to advise on space planning procedures and processes; and
Experience using design related software (i.e., AUTOCAD) in order to interpret documents or designs; and
Experience maintaining communication with internal or external stakeholders on multiple levels.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
