The primary purpose of this position is to serve as an Information Technology (IT) Specialist responsible for group level administration, operation, and maintenance of the organizations systems. Providing technical assistance, customer service, training, cybersecurity, support to management and customers. Point of contact for IT Project management.

Duties

Serves as the Customer Technical Assistance and Support Specialist Serves as a senior Cybersecurity Liaison administering the Computer Security (COMPUSEC) program Administers the TEMPEST Program. Assists with the Communications Security (COMSEC) for all activities. Serves as a senior Cybersecurity technical advisor to management.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve and maintain the IAM Level I
  • certification within six months of assignment of these duties. A waiver of this 6 month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position
  • Recall to duty may be a requirement of this position.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-11 or equivalent in other pay system. Specialized experience includes responsibility for group level administration, operation, and maintenance of information systems; providing technical assistance, training, cybersecurity, and support to management and customers, providing IT customer support, cybersecurity, and IT project management, expert knowledge of the principles, methods, techniques of cyber, information technology, information management assessment, planning, management, monitoring, and evaluation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the principles, methods, and techniques of cyber, information technology (IT), or information management (IM) assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing cyber, IT, or IM projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance as well as ability to make decisions or recommendations that significantly impact important agency cyber, IT, or IM policies or programs. Ability to analyze higher-level policies, principles, and IT cybersecurity concepts and to make effective recommendations to ensure standards are met. Ability to serve as the focal point for IT and cybersecurity, providing authoritative advice and assistance on complex, technical, controversial, and precedent settling matters to improve the IT cybersecurity program comprising many unique organizations and large, complex computer and communications cybersecurity systems involving both classified and unclassified materials. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate systems and computer applications from an operational perspective. Expert knowledge of information technology and information security industry standards, cost-benefits analysis methods, and analysis to performance data to prepare persuasive recommendations in support of cybersecurity requirements. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to communicate orally and in writing sufficiently and to fully coordinate activities with management officials, other IT Specialists, and IT users. Knowledge of customers' mission, business processes, and operations to anticipate and refine functional requirements. Knowledge of safety and security regulations, practices, and procedures. Ability to develop and conduct training on Information Technology hardware, software, and cybersecurity. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
