The incumbent serves as a Program Analyst located at the Iowa City VA Health Care System in the Ambulatory Care Service Line. The primary purpose of the position is to provide support for the primary and specialty care departments by analyzing and evaluating a wide range of issues relating to the setting analysis, budget analysis, program review, process analysis developing action plans and processes to improve patient care.
Duties
Duties include, but may not be limited to the following:
Performing program cost analyses such as maintaining records of fee basing services.
Performing cost benefit and/or economic evaluations of programs and processes.
Performing cost effectiveness studies by collecting data and making computations.
Planning, designing, analyzing, and submitting action plan proposals to supervisory and upper management within the service line.
Developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems or operating programs.
Evaluating results of audits/inspections and forwards action items to supervisory or upper management within the service line.
Ensuring analysis, data collections, reports, and presentations are completed using a strong knowledge and use of various software programs including but not limited to: VISTA, CPRS, Excel, PowerPoint, Internet downloads, and other programs as necessary.
Analyzing and evaluating, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Analyzing and summarizing information for the supervisory and upper management staff, providing information on past and current processes and programs.
Managing and/or acts as a liaison or handles the communication with persons and/or groups within and outside of the organization at the local and VISN levels.
Conducting special projects or studies to analyze, evaluate, and provide recommendations on system issues or programs.
Providing ongoing direction and guidance to supervisory and non-supervisory staff in continuous maintenance and updating of programs and processes relating but not exclusive to service consults electronic wailing list, incomplete reports, and fee basis scanning and reporting.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and use of clinical software packages; preparing reports and presenting information effectively; performing data analysis, to include collecting, evaluating, and synthesizing data; and assisting with evaluating and recommending operational process changes.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Superior Academic Achievement (SAA) Applicants must have completed all the requirements for a bachelor's degree and meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond a bachelor's degree.
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: knowledge of automation and software systems and options that affect clinical practice; performing data analysis, to include collecting, evaluating, and synthesizing data; assisting in process improvement projects; providing communication channels to clinical and business teams to support deployment, sustainment, and optimize efforts; and preparing reports and graphical presentations of data.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond 1 full year of graduate level education.
