The Management Analyst of this position provides support for the Surgery and Specialty Care Service Line as well as the Administrative Officer (AO), and Service Line Director of Imaging Services, by analyzing and evaluating a wide range of issues relating to the setting analysis, budget analysis, program review, process analysis, developing action plans and processes to improve patient care.

Duties

Major duties for this position include, but are not limited to: Performing program cost analyses such as maintaining records of fee basing services. Performing cost benefit and/or economic evaluations of programs and processes. Performing cost effectiveness studies by collecting data and making computations. Planning, designing, analyzing, and submitting action plan proposals to supervisory and upper management within the service line. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems or operating programs. Monitors contract invoices and assists in ensuring accuracy. Utilizes Invoice Payment Processing System (IPPS) to keep track of electronic invoice payments and authorizations. Maintains running monthly budget balances to give status and reports to AO. Plans and/or accomplishes special projects. Extracts and assembles information, conducts analysis, and develops reports and presentations. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience for this position is defined as knowledge of automation and software systems and options that affect clinical practice; performing data analysis, to include collecting, evaluating, and synthesizing data; assisting in process improvement projects; providing communication channels to clinical and business teams to support deployment, sustainment, and optimize efforts; and preparing reports and graphical presentations of data. OR, Education Substitution (Transcript Required): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, or possess a LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination of Education and Experience (Transcript Required): Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (beyond the first year) may be used to qualify applicants for the GS-09 level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination. Physical Demands: The work is sedentary, although the employee may be subject to stressful situations due to the tight time frames of certain projects. Some walking, standing, bending, and carrying small items such as books, reports, and papers is also required. No special physical abilities are required to perform the work. Work Environment: Work is performed in an office with easy access to telephones, files, calculators, personal computers, and remote data terminals. There are frequent interruptions such as phone calls and drop-ins by service line staff requesting information and assistance. The work place is adequately heated, lighted and ventilated. May require occasional travel.
