The Program Analyst provides support for the radiology and nuclear medicine clinics as well as the Chief Physicians, Administrative Officer, and Service Line Director of Imaging Service at the Iowa City VA Healthcare System, by analyzing and evaluating a wide range of issues relating to the setting analysis, budget analysis, program review, process analysis, developing action plans and processes to improve patient care.

Duties

Major duties include but are not limited to: Perform cost analyses such as maintaining records of fee basing services for all community-based outpatient clinics (CBOCs) and the main hospital. Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and aligning or operating programs. Monitor all billing and assist in ensuring accuracy. Evaluate results of audits/inspections and forwards action items to supervisory or upper management within the service line. Maintain all data and present reports weekly, monthly, quarterly, and yearly to supervisory and upper management within the service line pertaining to performance measures and monitors. Analyze and evaluate on a qualitative and quantitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Oversee suggestion and award, quality, and/or productivity programs. Oversee productivity programs in stable organizations comprised of related functions. Oversee productivity programs in single mission/program organizations. Analyze and summarize information for the supervisory and upper management staff, providing information on past and current processes and programs. Ensure that adequate systems are set up to monitor programs and processes and adjust as required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: tracking improvement (data trending, data dashboards, and scorecards) and monitoring project progress and completion; applying program evaluation and measurement techniques in determining the extent of compliance with rules and regulations of a health care system; interpret and analyze complex information to reduce such data to clear, precise written summaries, reports, and recommendations; presenting recommendations based on data analysis and negotiating solutions to disputed recommendations; utilizing various software programs including but not limited to: VISTA,CPRS, Excel, PowerPoint, Event Capture, Appointment Management, KLF, Internet downloads. OR, Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, or possess a LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Transcript Required). OR, Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (beyond the first year) may be used to qualify applicants for the GS-09 level. (Transcript Required). Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
