The primary purpose of this position is to serve as the direct Personnel Recovery Education and Training Center (PRETC) Liaison Officer to the Joint Staff/J7 Deputy Director for Joint Training (DDJT) in Suffolk, VA and the DDJT's supporting staff. Joint Personnel Recovery Agency (JPRA) Personnel Recovery Education and Training Center (PRETC) Fredericksburg, VA

Duties

DUTY 1 - Synchronize PRETC's joint training responsibilities and activities with JS/J7-Suffolk counterparts. DUTY 2 - Negotiate the best use of combined PRETC and JS/J7-Suffolk resources and capabilities. DUTY 3 - Advises and supports Joint Staff PR programs, staff, and general officer/senior government official-level working groups on DoD PR planning, operations and training.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge of a wide range of PR policies (U.S. National, DoD, Department of State, Department of Justice, and NATO), joint and multi-service doctrine, joint functions and concepts, principles, and regularly evolving joint training methodologies and best practices. Regularly applies expert knowledge and skill to difficult and complex work assignments involving Joint Staff, CCMD, OSD, and other counterparts focused on developing new joint training methods, approaches, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in personnel recovery to include personnel recovery policy, joint doctrine, joint functions, joint concepts, command and control architectures, and DoD personnel recovery capabilities. 2. Knowledge in organizational roles, functions, and structures of the OSD, the JCS, CCMDs (including U.S. Special Operations Command), the Services, Joint Special Operations Command, Interagency partners, and foreign military organizations. 3. Knowledge of the Joint Training System, the Chairman's Exercise Program, and the information technology systems associated with both. 4. Skills needed to serve as an exercise lead planner for a Combatant Command or globally oriented exercise. 5. Skills and ability to effectively communicate (orally and in writing) and work with senior officers assigned to the Joint Staff, CCMD headquarters, and OSD in support of the Chairman's joint exercise programs and within the Joint Training System. 6. Ability to effectively liaise, build and nurture networks, collaborate, and promulgate organizational equities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
