You will serve as an International Relations Specialist in the Navy Foreign Attache' Affairs (NFAA) Office of NAVAL INTELLIGENCE ACTIVITY. Primary point of contact for all aspects of support to foreign military attaches accredited to the DON. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will provide U.S. Navy input regarding diplomatic status resolution with the U.S. Dept of State and assist with processing of accreditation documentation. You will solicit input from a variety of U.S. stakeholders for foreign military awards. You will work with foreign naval diplomats and their embassy staff to resolve professional and personal issues that may impact their ability to perform their diplomatic duties. You will apply knowledge of Navy organization and missions, and domestic and foreign social customs, military customs, protocol and etiquette. You will assist with the planning and execution of events and trips for foreign attaches that contribute to Department of the Navy and Department of Defense strategic objectives for allies and partners.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may requires a 2-Year DCIPS trial period requirement.
  • This position may required occasional travel (less than 10%).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Applying verbal and written communication techniques in to produce finished products, prepare and present briefings, and participate in meetings and conferences and effectively communicate complex topics; 2. Applying knowledge of international/foreign relations issues and be able to interact with diverse groups of people in various environments; 3. Applying a wide range of concepts, principles, policies and methods of a variety of administrative functions and the ability to apply this knowledge to difficult and complex work assignments 4. Applying knowledge of policies, procedures, regulations, and directives and responds accordingly to incoming calls and diplomatic correspondence with specific recommendations to leadership. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.
OR
Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

Qualifying experience that provided an intimate knowledge of a foreign country or geographic area may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international
relief work, or other experience in foreign countries. It may also have been gained through teaching college-level courses in international relations or problems associated with a specific foreign geographic area.

To qualify for positions at grades GS-12 and above on the basis of experience, this experience must have included either (a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the fields listed in A above, or (b) specialized professional work involving a high level of difficulty and responsibility in one or more of these fields.
