About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army, G-2 Foreign Liaison Directorate at the Pentagon, Arlington, VA.

Duties

Serves as Supervisory Foreign Liaison Specialist/Deputy Director responsible for relations between Headquarters, Department of the Army (HQDA) and the Washington Corps of Military Attachés. Responsible for distinguished foreign visits to HQDA, foreign protocol support, and assignment of Army personnel to the Defense Attaché System. Advises the Director on all aspects of foreign liaison missions and operations and ensures continuity of operations and consistency of policies during regular rotations of the military director. Performs overall personnel management and administration for the directorate and rates all civilian personnel. Develops Standing Operating Procedures (SOPs) and ensures all employees understand and follow them in order to ensure that staff actions are effective, appropriate, thorough, fully coordinated, and accomplished in a timely manner. Reviews, evaluates and oversees administrative support, policy oversight, and strategic communications with all foreign military attachés accredited to the U.S. Army. Recommends proper ways to extend official courtesies to foreign officials, including the foreign military attachés accredited to HQDA. Reviews, evaluates and oversees support for distinguished foreign visits to Headquarters Department of the Army (HQDA)to include coordinating and executing Chief of Staff of the Army (CSA) hosted foreign counterpart visits (CPV). Oversees foreign protocol support to all HQDA staff principals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two-year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation(SSBI) with eligibility for access to Sensitive Compartmented Information (SCI).
  • Temporary Duty (TDY) Travel may be required 10% or less of the time.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Foreign Liaison Officer: Degree: Bachelor's degree (or higher degree) with a major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of Education and Experience: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. OR Experience: Four years of appropriate experience in one or more of the fields, as shown in A above, in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes advising senior leaders on U.S. foreign relations and defense policies; managing visits by foreign dignitaries; and facilitating a military attaché engagement program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
