The primary purpose of this position is to serve as a senior systems administrator in cyberspace operations with responsibility to provide tactically flexible, persistent cybersecurity, and internal defensive measures for Wing's key terrain in cyberspace. Provides Commanders and system owners with decision-quality, information regarding risks and vulnerabilities.
Duties
Serves as a senior systems administrator in cyberspace operations.
Evaluates and makes determinations on Wing-level and/or system owners' cyberspace through functional mission analysis to identify risks and develop mitigation and countermeasure recommendations.
Reviews risk-driven inputs to seek out and defend against an active adversarial threat on Air Force systems as a senior technical advisor to management.
Directs the improvement and hardening the defenses of Wing-level and/or system owners' key terrain and critical assets within cyberspace.
Participates in discussions, meetings, committees, or special projects and presents briefings and prepares recommendations and reports.

- All required training and technical certifications must be obtained and maintained within a reasonable timeframe as determined by the supervisor.
- Prior experience and training completion in the areas of Functional Mission Analysis Cyber, Cyber Mission Mapping, Cyber Vulnerability Assessment Hunter,
- and Mission Defense Team Initial Operational Capable; are desirable when recruiting for this position.
- Employee must be able to obtain and maintain a TOP SECRET/SCI security clearance.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information,
- or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position
- A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Qualifications

EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes In-depth knowledge of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. Ability to apply policies, principles, and IT security concepts sufficient to carry out activities leading to security certification or accreditation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT cybersecurity principles, concepts, and methods to investigate, analyze, and respond to cyber incidents within a computer network environment or enclave.
Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance.
Knowledge of IT security principles, concepts, practices, systems software, database software, and immediate access storage technology to carry out activities leading to security certification or accreditation.
Knowledge of IT security principles, policies, products and services to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g. destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications.
Knowledge of commonly applied telecommunications principles, concepts, and methodologies, operating characteristics and capabilities of systems, media, equipment, and related software systems, processes and procedures to assess the efficiency of operations and make recommendations involving equipment and system integrity.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
