About the Position: This is a Program Analyst position within the Programs Management Branch of the U.S. Army Corps of Engineers Rock Island District. This position will serve as a team lead to distribute workload to other Program Analysts, review work product for quality control, and will be a direct back up for the Programs Management Branch Chief.
Duties
Evaluate and interpret guidance and policy instructions regarding Mega Project budget formulation, justification, and execution.
Maintain awareness of District project/study activities in the various planning, design, construction, and operating stages.
Coordinate Program Analyst duties across multiple USACE districts.
Prepare justification materials for study/project cost estimates for request for agency appropriations.
Advise management on controversial issues relevant to programming activities.
Prepare detailed analyses and estimates of annual funding needs for budget year appropriations.
Perform a full-range of programs analysis documentation and reporting involving budgetary cost estimates, and scheduling.
Lead a team of analysts and schedulers in performing duties to support District Mega Projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Travel (TDY) may be required up to 5%.
- The position requires the incumbent to possess and maintain a valid state issued motor vehicle driver's license.
- Incumbent may be required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).

To qualify for the GS-13:
Specialized experience: One year of specialized experience which includes assisting in the development and execution of the District program and budget; Planning project costs and updating estimates and financial reports throughout implementation; Working closely with Program Analysts and Project Managers to develop and implement projects and programs; Monitoring schedules for funding and milestone execution; and preparing briefing materials to communicate program execution status and advising District leadership in Program decision making processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
