Duties

Serves as the Information Assurance Security Manager (IASM) in accordance with (IAW) Public Law, U.S. Government, DoD and U.S. Army regulation or policy to provide the required Network Defense-In-Depth for the PM/PL and its customers. Develops accreditation packages for systems networks, reviews or evaluates the security impact of system changes upon the networks and computers within their area of responsibility. Works with other security officers, users, computer operators, and other support personnel to ensure security regulations are followed, and that installation, command, or agency security standards are met. Implements standard operating procedures, software, controls promoting awareness of security issues among management, and ensures that sound security principles are part of the organization's vision or goals to ensure appropriate levels of security.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field - Engineering and Technical Management within 60 months of entrance on duty.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires Information Assurance Management (IAM) Level I certification or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoDD 8140.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes: 1) Leading, overseeing and executing cybersecurity risk assessments in order to assess the aggregate level of risk to a system based on threats, vulnerabilities, likelihood, known exploits, potential impacts and existing and planned mitigations; 2) Overseeing the execution of cybersecurity vulnerability assessments and ensure protection mechanisms allow for secure operational capability; 3) Preparing Security Assessment Reports (SARs) or cybersecurity test plans and managing the independent cybersecurity assessment process to assess cybersecurity controls, ensuring adequate tools are used to verify compliance; 4) Performing advanced level analysis of vulnerabilities and recommends mitigation strategies; AND 5) Reviewing authorization and assurance documents to confirm level of risk is within acceptable limits for each software application, system and network. AND Applicants must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.

  • The Foundation Course (FC) is required for all employees hired after 30 September 2006.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
