Duties

DUTY 1: Conducts 24/7 Indications and Warning Mission. May serve as space intelligence subject matter expert supporting 24/7 operations crews conducting offensive and defensive space operations in support of global warfighter requirements. DUTY 2: Serves as an intelligence analyst engaged in technical analysis and production activities. Most situations/information analyzed and/or produced are susceptible to generally accepted methods and require the use of independent judgment, knowledge and experience in selecting conventional approaches. DUTY 3: Participates in the presentation of ISR to service, national, and coalition customers within defined area of responsibility. DUTY 4: Participates in the analysis of multi-source intelligence. Takes part in the evaluation of both classified and unclassified information to understand adversary strengths, weaknesses, and centers of gravity.

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional and Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of intelligence research, collection methods, analytical applications, and techniques that includes the evaluation of many diverse sources of information utilizing intelligence information systems in order to participate in developing space intelligence capability and threat assessments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of intelligence research, collection methods analytical applications, and techniques that includes the evaluation of one or more diverse sources of information utilizing multi-source intelligence information systems in order to make recommendations in developing intelligence capabilities and threat assessments. 2. Knowledge of conventional analytical principles, concepts, and methods to produce analyses of information/situations attained from multiple sources, to include database manipulation with minimum supervision. 3. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, interrelationships and operations. 4. Ability to conduct unbiased research, identify appropriate available systems/data sources, and produce collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 5. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and verbal presentations. 6. Ability to effectively maintain control of classified material, assimilate disparate data, render knowledgeable and accurate assessments of the implication of data estimates, and make effective recommendations under conditions of urgency and pressure. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing. 3. Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies. 4. Incumbent will be subject to a random counterintelligence (CI)-scope polygraph examination and psychological screening prior to gaining access and during the period of access to SAPs. All personnel must sign a SAP indoctrination agreement documenting this consent per AFI 16-701, para 1.4. Must satisfactorily pass such examination as a condition of employment. 5. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
