This position is located in the Financial Management Directorate with WHS. The FMD provides accounting, financial, and resource management services for the Office of the Secretary of Defense (OSD), WHS, the Pentagon Force Protection Agency (PFPA), Defense Legal Services Agency (DLSA), United States Court of Appeals for the Armed Forces (U.S. CAAF), Test Resource Management Center (TRMC), and other Department of Defense (DoD) field activities.

Duties

This is a Direct Hire Public Notice for the DoD Direct-Hire Authority for Pathways Recent Graduates. Recent Graduates will be placed on a career or career-conditional appointment and MUST meet the definition of a recent graduate at the time of appointment OR will complete an advanced degree by June 30, 2024 in order to be appointed under this direct hire authority; OR, Uniformed Service Members who have completed at least four years of obligated service AND was awarded a bachelors or higher degree by an institution of higher education not more than four years before the employment start date. Recent Graduates conferred transcripts must confirm a degree was obtained no more than two years prior to the date of your appointment or anticipated completion date of NLT June 30, 2024. This Public Notice is to gather applications which may or may not result in a referral or selection. Incumbent typical work assignments may include the following: As a Management Analyst, responsible for a variety of administrative responsibilities, administrative work processes reviews, procedural reviews, and improvement studies, etc. to provide management with recommendations for insuring optimum utilization of available resources. Perform key work in several vital functions or services such as management analysis, reports management, security, workload management, and information technology support. Analyze processes, systems, and applications used throughout the division. Develop and present recommendations on how to improve their efficiency and reduce the burden they have on customers and division staff.

Qualifications

In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program(DFMCP)," this position requires a Level I Certification under the DoD Financial Management (FM) Certification Program. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDJ 1300.26. Who May Apply: Positions are open to: U.S. Citizens who have completed, within the previous two years, a qualifying bachelors or higher degree from a qualifying educational institution; OR will complete an advanced degree by June 30, 2024; OR, Uniformed Service Members who have completed at least four years of obligated service AND was awarded a bachelors or higher degree by an institution of higher education not more than four years before the employment start date. Applicants can be selected at GS-07 grade level. The target grade of this position is GS-11. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: 1) Tracking and assisting in resolving administrative issues and 2) evaluating clerical/administrative work processes to identify and recommend solutions to problems. OR Education: Have one full year of graduate level education which demonstrate the knowledge, skills, and abilities necessary to do the work of this position, OR Have successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/ ). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study
