This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Office of the Deputy Director/Chief Operating Officer (COO), Resource Management Directorate, Accounting Division. Provides first line Supervisory Branch level accounting leadership within the Resource Management Accounting Directorate. Incumbent may be required to rotate based on the needs of management and a transitioning business environment.

Duties

This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. At the target grade level the major duties are: Supervise technicians and analysts engaged in accounting functions at the operational level. Provide root cause resolutions to senior level supervisor. Implement changes for new business processes, systems, workload, and staffing requirement. Ensure employees process transactions in accordance with designated training materials and current policies and procedures. Comply with all managerial internal controls and provides feedback if controls are deficient. Provide direction, distribute workload, and implement appropriate actions that allow for successful day-to-day operations. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0501 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, or a combination of the two to qualify. Experience: For the GS-9, One (1) year of specialized experience equivalent to the GS-07 (or equivalent) grade level. Ensure employees process transactions in accordance with designated training materials and current policies and procedure. Comply with all managerial internal controls and provide feedback if any particular controls are deficient. Analyze and evaluate changes in plans and funding. Analyze financial and budgetary relationships. Review gaps and conflicts in program and financial information OR Education: Two full academic years of progressively higher level graduate education or masters or equivalent graduate level or LL.B. or J.D. OR Combination of experience and education: To calculate the combination, divide your total months of experience by 12, then divide your semester hours by 60 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education. Experience: For the GS-11, One (1) year of specialized experience equivalent to the GS-09 (or equivalent) grade level. Examples of Specialized Experience: Understand policies, precedents, goals, objectives, regulations and guidelines of accounting Analyze and evaluate changes in plans and funding Analyze financial and budgetary relationship Develop recommendations for financial and budgetary action Resolve conflicting program and financial objectives OR Education: 3 full academic years of progressively higher level graduate education or Ph.D or equivalent doctoral degree. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Physical requirements: Although some slight physical effort may be required at times, the work is primarily sedentary in nature and does not require any special physical effort or demands. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
