This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer. The primary purpose of this position is to advance the goals and objectives set forth by the Department of Homeland Security (DHS) toward building a more unified and operationally effective and efficient organization through increased mission support efficiencies. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Program Specialist, GS-0301-14, your typical work assignments may include: Manages projects that require the coordination with other department components, offices, interagency, and nongovernment partners. Communicate effectively across diverse partner relationships to accomplish the mission of the agency. Determine alternative approaches, related costs, impact, and utilize data to negotiate with other agencies. Oversees planning and budget for the launch and maintenance of new technology systems. Represents the agency at intradepartmental meetings related to the administration of joint mission support centers. Provides, secures, and negotiates resources and services needed by the agency to accomplish its mission and goals. Monitors and coordinates internal office and external training programs to ensure staff is trained in agencies policies and expectations. Provide improvements through the development of new policies for the agency and department directives. Develops procedures and systems for establishing operational and administrative control systems. Review and recommends improvements in work methods, organizational features, and structuring of positions. Develop written instructions, and standard operating procedures to ensure compliance. Managing and developing operating budgets, determine staffing, training, and support services requirements. Adhere to safety regulations, implements equal employment opportunity action plans, and provide award and incentive programs. Initiates disciplinary measures, such as warnings, reprimands, or actions needed to meet standards. Interview, makes selections of employees from lists of eligible candidates, evaluate each subordinate's performance, provide counseling, and career development guidance. Requirements

  • Mastery of communication principles, methods, practices, and techniques and skill to present ideas in written materials in new ways that will increase understanding among partners with varying levels of comprehension of agency programs and policies.
  • Expertise in public administration programs and operations in federal, state or local government. Assessment of such programs and operations, and application of management concepts and practices.
  • High quality writing and oral skills in order to produce or provide quality control for high volume of sensitive, varied and complex correspondence and negotiations.
  • Expertise and experience in developing and implementing performance and process improvement principles.

Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Managing a team of staff across various departments; maintaining and administering shared facilities to meet the mission requirements. Establishing performance and process improvement measurements; developing and leading the implementation of processes and projects to meet the organizational goals. Developing policies, protocols to promote accountability, and uniform practices for performance management. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job). You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Designated as Noncritical Sensitive: This position has been designated as Noncritical Sensitive and requires a Secret security clearance, as the individual will be required to safeguard classified information. The employee is required to obtain and maintain this clearance level and failure to do so may result in separation from federal service.
