About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Cyber Center of Excellence at Fort Eisenhower, Georgia.

Duties

Prepares CCOE elements/activities for Manpower Surveys conducted by higher headquarters by identifying the affected work center(s), preparing survey documentation, documenting findings, or developing a command position to support survey findings. Evaluates Table of Distributed Allowances (TDA) changes for compliance with special programs such as Military Grade Control, Command Grade Ceiling, and Rotation Base/Skill Imbalanced Military Occupational Specialty Programs. Reviews workload data, conducts on-site workload validation, and applies MS-3 standards. Provides Program Directors with specific guidance for changes to be made or allowed during Table of Distributed Allowances (TDA/MOBTDA) development.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) conducting studies involving manpower to gather factual, historical, and/or statistical data for an organization 2) preparing supporting documentation, briefings and/or backup material in order to assist with the process of justification of leader recommendations during authorization changes; 3) using various software applications in order to maintain, analyze and/or develop data to meet associated reporting requirements and 4) documenting explanation for changes made to manpower authorizations on appropriate forms. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: any major field of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
