The incumbent serves within the Department of Veterans Affairs, Nebraska-Western Iowa Health Care System's (HCS) Imaging Service which comprised of Board Certified Radiologists, Diagnostic Radiology Technicians (DRT) and administrative support staff. The primary purpose is to lead the management of the radiology staff who report to the Chief of the Department, with all authority to oversee and manage the day-to-day business of radiology.

Duties

Duties for this position include but are not limited to: Directs the human resource management program for the service including: recruitment, proposed salary, position descriptions, monitoring promotions, awards, and training, setting priorities, assigning duties, developing performance standards, position descriptions, providing counseling and taking disciplinary action, performance appraisal and merit pay programs. Guided by regulatory guidelines and clinical/business goals of the organization and its components in planning, developing, coordinating, and managing its various programs. Plans, coordinates, and monitors programs to improve processes and decision making. Independently conducts special studies on manpower, space, equipment utilization and other resource intense items. Provides written or oral reports to the appropriate level of management on findings and assures necessary actions taken to correct out-of-line situations. Provides advice to clinical department and program personnel on budgetary and finance issues. As the top advisor to the Chief Imaging Services, provides budget management for all Service programs; exercises responsibility for budget formulations, presentation and execution. Assists with contracting of Radiologist Physicians and procuring equipment for Imaging Services. This may include preparing initial requests and governmental estimates, evaluating proposals, serving as a COR for imaging contracts and/or auditing contracting records. Works with contract Safety Officer to ensure all Nuclear Regulatory Commission requirements are met and maintains state of constant inspection readiness. Establishes and oversees procedures for the receipt, review, and follow-up on requisitions for purchases from funds assigned to the Chief Imaging Services. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 and for a GS-09 you must of served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with various administrative and clinical programs within a health care system; developing and monitoring budgets; Utilization of various office automation software programs; creating correspondence; interpreting and understanding pertinent laws, regulations, and policies; policy development and implementation; supervising a variety of staff in a health care environment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). Note: If you select this option, a copy of your transcripts is required. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ???????Monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. OR, Combination: Applicants may also combine education and experience to qualify at this level.
