This position is part of the Organization of the Joint Chiefs of Staff. Responsible for providing management advisory services in all areas of personnel to include manpower and organizational management to high level officials, and management and administrative officers. Advisory services, technical and support responsibilities include resource allocation, position management, recruitment and placement, classification, employee relations and other special projects.
Duties
As a HUMAN RESOURCES SPECIALIST at the GS-0201-12 some of your typical work assignments may include:
Provides personnel staffing and recruitment services to management with options and recommendations for effective program operations; oversees services and provides information on reduction-in-force; in-service placement, promotions, reassignments, details, temporary recruitment, entitlements to pay and benefits, interviewing, referral, counseling, selection, probationary periods, orientation, employee assistance, merit promotion, Equal Employment Opportunity as it concerns staffing activities, examining, separation, resignation, Leave Without pay.
Provides advisory services and assistance to structure new positions and organizational units; assessing the position classification and management impact of planned or process reorganizations on existing positions and grade structures including assistance in the re-description and development of new position descriptions.
Assists top management in the identification, documentation, and implementation of manpower reduction initiatives, such as buyout and early retirement programs.
Recommends the most effective solution to problems within available resources and regulatory constraints, and provides oral and/or written advice to ensure informed decisions are made.
Analyzes a range of operational and policy questions and issues. Keeps abreast of evolving case law, human resources management developments, etc. Assures compliance with applicable statutes, Office Personnel Management regulations, Executive Orders, case law (e.g., Comptroller General, Equal Employment Opportunity Commission, Merit Systems Protection Board, Federal Labor Relations Authority, etc.), court decisions, etc.

Qualifications
You may qualify at the GS-12 grade level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Utilizing knowledge of policies, procedures, and methods of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources.
Interpreting and applying position classification standards to advise management on classification of position descriptions.
Providing advisory services on recruitment and placement policies, processes and regulations,
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
