This position is part of the Air Force Elements, U.S. Transportation Command. As Financial Management Internal Controls Specialist the incumbent will provide assistance and guidance concerning financial, system, and operational internal controls; and to establish and monitor USTRANSCOM's enterprise risk management (ERM) program, including assessments to evaluate internal controls over financial reporting, financial systems, and operations.

Duties

This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, dated 6/23/2023 As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-9/11/12 some of your typical work assignments may include: Plans, organizes, and executes enterprise risk management (ERM) program activities. Develops and maintains ERM program supporting documentation. Collaborates with key stakeholders to improve ERM program and control systems. Develops internal control procedures and practices impacting Transportation Working Capital Fund (TWCF) financial reporting, financial system design and implementation, and operating results.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

This vacancy announcement covers 3 grades: GS-9, GS-11, and GS-12. Read carefully the following Specialized Experience qualifications for each grade level to determine which grade to apply for. 1. You may qualify at the GS-9, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-7 grade level in the Federal service, military, or private sector: Demonstrating the ability to analyze problems, interpreting findings, and develop and modify accounting and audit methods and techniques to resolve a variety of issues. Demonstrating the ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Knowledge of United States Generally Accepted Accounting Principles (GAAP), Financial Accounting Standards Board (FASB), American Institute of Certified Public Accountants (AICPA), professional accounting organizations, National Institute of Science and Technology (NIST), Committee of Sponsoring Organizations (COSO) Internal Control Framework principles, concepts, practices, and trends for accounting, auditing, risk management, budget operations, and project management is highly desirable; ***OR*** B. A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; ***OR*** C. Some specialized experience as described in 1.A above, but less than one year; and you have more than one year but less than two years of education as described in 1.B above. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) 2. You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-9 grade level in the Federal service, military, or private sector working closely with the supervisor in: Identifying risk at the business unit level and assessing the risk for probability and impact. Prioritizing identified risk for monitoring efforts. Coordinating with process owners and management regarding risk items and analyzing current internal controls in place for effectiveness; ***OR*** B. A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; ***OR*** C. Some specialized experience as described in 2.A above, but less than one year; and you have more than one year but less than two years of education as described in 2.B above. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) 3. You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service, military, or private sector: Independently identifying risk at the business unit level and assessing the risk for probability and impact. independently prioritizing identified risk for monitoring efforts Independently coordinating with process owners and management regarding risk items and analyzing current internal controls in place for effectiveness. B. Substitution of education may not be used in lieu of specialized experience for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
