You will serve as a PROGRAM ANALYST in the Industrial Operations Transformation Department; Industrial Operations Directorate of NAVSEA HQ FIELD SUPPORT. You will assist the department with transformation of all shipyard processes and infrastructure to include but not limited to: Navy Sustainment System-Shipyard (NSS-SY), Performance to Plan (P2P), and the Naval Shipyard Process Improvement & Innovation Programs.
Duties
You will be responsible for driving industry best practices to improve maintenance work processes to remove barriers and increase productivity.
You will identify funding resources from various sponsors, including OPNAV resource sponsors, that support maintenance innovation and new technology insertion.
You will identify program resources (e.g., manning, funding, equipment, facilities) to support varied levels of improvement projects for Program Office Memorandum (POM) submissions.
You will assess the technical aspects of innovation projects to assign priority for budget and execution reports.
You will implement and practice Lean methods to collaborate within the maintenance corporation, improve performance and systematically remove waste.
You will review and analyze policy proposals issued by DoD and DON, legislative proposals, and
internal and external reports and provide the results of that analysis to senior leadership.
You will have demonstrated experience in advanced concepts, principles, theories, practices and techniques of Industrial Process Improvement and Innovation methodology.
You will provide expertise in management and execution of technology funds (e.g., Small Business Innovation Research (SBIR) programs, Research of Innovation Funds, Navy (OPN) and Research, Development, Testing and Evaluation dollars.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector: analyzing operations (e.g., technical, equipment, cost, innovation funding) to develop strategies or provide guidance in order to improve organizational effectiveness, efficiency and productivity.
