The primary purpose of this Logistics Management Special, GS-0346-11 position is to serve as a Foreign Military Sales (FMS) Logistics Management Specialist in support of FMS items or systems.

Duties

Foreign Military Sales (FMS) responsibilities. Assist Project/Program Managers with development of assessment criteria. Administer compliance with the Security Assistance Program (SAP). Participate in meetings, make presentations, and prepare correspondence highlighting problems, alternatives, and proposed or final solutions. Serve as division focal point for all matters concerning assigned tasks and projects, keeping senior logisticians and higher management apprised of significant events, milestones, deficiencies, problem areas, and program changes.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Foreign Military Sales (FMS) and logistics management activities involving planning and execution, acquisition, or logistics support to establish milestones that cover the life cycle of weapons systems operation and sustainment, to include follow-on procurement processes, sustainment support, maintenance requirements, and the development or modification of work methods. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., related degree from an accredited college or university (Note: You must attach a copy of your transcripts). OR COMBINATION OF EXPERIENCE AND EDUCATION: Must have equivalent combinations of successfully completed post two years of graduate-level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic theories and principles of system design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support. Knowledge of theories and principles of Foreign Military Sales development and execution, and the Security Assistance Program and policy. Knowledge of system life cycle concepts and design as they apply to systems research, development, and acquisition. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use, to include the identification and correlation of specific requirements for money, manpower, material, facilities, and services needed to support the program. Ability to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan. This is a Security Cooperation position due to the nature of the position's duties and responsibilities. Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AoC) and Level are to be determined by supervisor. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirements applicable to the duties of the position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work. WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
