About the Position: Incumbent will serve as a Senior Budget Analyst in the Budget Execution Branch (BEB) providing a wide range of administrative and analytical duties in the formulation, presentation, monitoring and execution of the command's program and budget assigned and resource management processes for US Army South Headquarters, Headquarters Department of the Army (HQDA), US Southern Command and the Joint Chiefs of Staff (JCS).
Duties
Reviews, edits, and consolidates annual appropriations budget estimates for assigned organizations and programs into a single programmatic budget request as requested.
Analyzes and recommends the most effective methods of funding activities and operations related to normal and contingency operations, base operations support and to JCS and non-JCS exercises.
Assist in developing policy, guidance and instructions for programming and budget formulation process, that will serve as the basis for development of the Program Objectives Memorandum (POM).
Assists with planning and programming for the development and review of the USARSO/ARSOUTH’s Five Year Defense Plan (FYDP) long range funding plan.
Assists in the development and analysis, preparation, defense, follow-up, and monitoring of the Planning Programming Budgeting Execution System (PPBES) related issues.
Monitor accounts and the execution of team’s current year budget which involves resolution of funding problems surfaced during formulation that may or may not have been fixed.
Leads other budget analysts and technicians engaged in performing all tasks or functions assigned to the branch.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain an appropriate Secret level security clearance.
- Must be able to obtain and maintain an official US Passport.
- Incumbent must comply with DoD Foreign Clearance Guide, US Southern Command, US Army South, JTFs, and US MILGRP requirements for entry into and operations in country.
- Official travel may be required up to 25% or more of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012
- A probationary period maybe required.

Specialized Experience: One year of specialized experience which includes formulating, developing and presenting budget guidance and data in support of multi-year operating goals, programs and budgets; analyzing and revising estimates in accordance with higher authority changes, and legislative or executive priority modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
