You will serve as a SUPERVISORY FORCE DEVELOPMENT DIRECTOR in the FORCE DEVELOPMENT BRANCH of NAVY EXPEDITIONARY WARFIGHTING DEV CTR.

Duties

You will lead and direct the analytical and process-driven approach for developing, adapting, validating and advancing current and future functions. capabilities, capacities and concepts. You will advance capabilities, capacities and concepts to improve Navy Expeditionary Combat Force (NECF) effectiveness in achieving NECCC/NECCPACs strategic objectives aligned with CNO, CUSFFC and CPF prioritization. You will serve as the expert advisor to COMNEXEDC, NEXWDC directorates, NECC.NECCPAC and NECC Echelon IV communities across the broad range of activities designed to advance naval combat and warfighting capabilities. You will ensure the right functions, capabilities and concepts are identified resourced, delivered and integrated into the Optimized Fleet Response Plan (OFRP) to maximize effectiveness against adversary threats. You will assess Force Development (Fd) projects with a focus on warfighting utility or the intended solution and its ability to adequately address identified capability gaps. You will oversee the cross directorate and cross organizational coordination among directorates and Echelon IV communities to facilitate the purposeful alignment and integration of Fd solutions for the emerging warfighting capabilities. You will lead the development of appropriate demonstration and evaluation strategies, measures of performance, measures of effectiveness and Data Collection and Analysis Plans (DCAP). You will research, validate and assist in establishing exercise and experiment control; provide technical assistance and guide NECF evolutions. You will provide direction and render assistance to senior, adjacent, and subordinate units as required to align and enable the execution of operational imperatives required to validate capabilities You will exercise full range of supervisory and personnel management authorities and responsibilities in directing the work of a multi0warfare disciplined military and civilian team.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

  • Incumbent may be required on occasion to change the work schedule to accommodate capabilities development, evaluation and validation evets and other operational requirements.

Qualifications

To qualify for the Information SUPERVISORY FORCE DEVELOPMENT DIRECTOR, GS-0340-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying analytical and evaluative methods and techniques, both qualitative and quantitative, to projects and studies concerning the efficiency and effectiveness of mission performance requirements across assigned mission areas. Experience utilizing project management principles and practices for the development, execution and assessment of integrated training, plans, and exercises, policies, administration and programs for Navy/Naval Expeditionary force mission and capabilities. Experience leading and directing teams with diversified skills and experiences in developing, planning, and assessing warfighting capabilities and providing recommendations. Experience utilizing Navy and Naval and warfare doctrinal hierarchy and doctrine and concept development and revision processes as it pertains to NECC forces, its command structure, units' organizations, missions, capabilities, and support structure. Extensive experience effectively composing, reviewing, and editing documents for logical and orderly arrangement of facts in conformance with Department of Navy and Navy Expeditionary Warfighting Development Center (NEXWDC) policy.
