You will serve as an Administrative/Technical Specialist in the NAVSEA ERP Business office Division; Corporate Operations Department of NAVSURFWARCEN IH DIV. You will serve as Program Control Lead.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14.
Duties
You will serve as the Program Control Lead in the Naval Sea Systems Command (NAVSEA) Navy Enterprise Resource Planning (ERP) Business Office (NEBO).
You will serve as the Business Financial Manager (BFM), Financial Approver, Contracting Officer’s Representative (COR), Equipment Care Lead, NEBO Tasker, PIEE GAM, and lead other government or CSS staff in supporting the duties for the NEBO.
You will serve as technical expert in all areas of financial management for the NEBO including budget and accounting, program management, system analysis, and audit principles.
You will advise management (Director, Deputy Director and Branch Heads) of financial trends, implications and alternatives; and resolve exceptionally complex financial issues.
You will analyze annual NEBO Budget for submission to the OPNAV N9, NAVSEA Comptroller, NSWC HQ Comptroller and NSWC IHEODTD Comptroller
You will create and disseminate the monthly planned vs. actuals budget; and review and ensure commitments vs. obligations vs. expenditures are accurate.
You will process incoming funding documents for acceptance, pull-back or return of funding; manage the UDLs for the NEBO; respond to comptroller data calls; approve procurements as the financial approver; and facilitate creation of NWAs.
You will serve as a Contracting Officer’s Representative (COR) and perform duties as appointed per NAVSEA's COR Instruction 4200.17 (series), representing the contracting officer and to ensure proper execution the assigned contract(s).
You will, as the Financial Approver, ensure the accuracy and relevance of procurement actions and perform approvals, as well as work with contracts to source specific software needs for the NEBO.
You will, as the Equipment Care Lead, ensure all assets are numbered, signed, and tracked.
You will, as the NEBO Tasker, ensure all tasks assigned in ETMS2 to the NEBO queue are appropriately assigned and responded to by due dates.
You will, as the PIEE GAM, assist NAVSEA users with account issues.
Requirements

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector analyzing or evaluating contracts for the acquisition or procurement of equipment, supplies, or services as a Contracting Officer's Representative (COR). Examples of specialized experience may include: while serving as a COR: ensuring contracts meet technical requirements; drafting contract documents; evaluating contract charges or costs; monitoring contract deliverables; ensuring contract documentation or status reflect changes made through the life-cycle of an acquisition; providing contracts-related guidance, advice, or status to managers or the supported technical workforce.
