The primary purpose of this position is to serve as the Presidential Airlift Group Facility Manager with a focus to support the Presidential building 4901 ensuring full operational readiness and mission capabilities for the facilities that directly support Air Force One aircraft mission planning, operations, generation, execution, and maintenance activities.
Duties
Responsible for the 24/7 management, operation, maintenance, and readiness of assigned Presidential facilities, with focus on the Air Force One Presidential facility.
Provides guidance, in support of program objectives, to contract procurement and project management teams.
Responsible for Presidential Facilities Continuity of Operations Support.
Serves in various support capacities for Presidential operational mission execution including standing periodic 24/7 watch operations duty.
PAGs liaison with Joint Base Andrews fire department and civil engineers.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Facility Management Series, 1640.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques. Knowledge of ultra-high security operations of direct Presidential support and thorough understanding of Presidential airlift operations, issues, program goals and objectives, work processes and the operations of the organization to plan, schedule, and conduct projects and studies. Knowledge of the Presidential Airlift Group and the White House Military Office to oversee the development of long-range operations plans. Knowledge of a comprehensive range of principle, concepts, and practices concerning facilities and equipment operations with highly complicated technical requirements that have no clear precedent of plan, with varied functions requiring different operational procedures to inspect facilities, evaluate use patterns, and identify maintenance or restoration requirements; analyze facility and equipment requirements against facility needs. Knowledge of construction and maintenance requirements, techniques, and tools for various blue-collar trades (e.g., carpentry, plumbing, electrician, painting, masonry, welding), and inspection practices and procedures to provide direction and leadership to the work of supervisors and contractors. Knowledge of administrative and management concepts, and techniques to organize, manage, analyze, develop, and evaluate a variety of long and short-range plans, programs, projects and systems for facility, construction, life/safety and utility systems management. Practical knowledge of the methods and techniques of engineering, environmental control, architectural and construction design, methods, and procedures to provide program direction for repair and renovation programs and the construction and installation of various systems. Knowledge of hazardous waste management and other hazardous materials (including handling, use, storage, and disposal) sufficient to advise on, train, and enforce DoD, AF, Federal, State, and Local regulations as they apply to facilities. A general knowledge of all chemicals and supplies is necessary to perform some of these tasks. Knowledge of fire protection and electrical codes and standards-especially in a large aircraft industrial environment-to include fire protection concepts, containment and smoke removal, automatic sprinkler and hangar deluge systems, water supply source, fire evacuation, and shelter operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and technical expertise in facility management and operations, platform and system design, and construction. Develops and coordinates operational program requirements to ensure system interoperability for communications, logistics, security, and all facility plant, electrical, and utility systems.
Knowledge of operations in a secure location, including knowledge of the visit request process, background checks, screening processes and the unique requirements of working in a Top Secret, Presidential Support Duty environment with CLASSIFIED drawings, materials, procedures, personnel, and programs.
Knowledge of general airfield and aircraft maintenance operations, including experience in project/contractor scheduling within the arena of maintenance. Knowledge of multi-building facility management, including knowledge of large-scale heating, air-conditioning, and other utility systems. Able to plan and manage the operations, repair, upkeep, rehabilitation, and expansion of multi-mission and multi-use facilities.
Skill and experience in Department of Defense (DoD) planning, programming, budgeting and execution process, and DoD acquisition processes including requirements development, design, construction, facility support, supply, logistics, and other contract vehicles.
Skill interacting, negotiating, and communicating with high level officials, contractors, and other individuals both within and outside the unit to provide advice, liaison and recommendations for facility and building management programs.
Ability to coordinate with other agencies, including local state, and Federal. Prepare project scopes, justification, and capabilities and determine deficiencies concerning property, utilities, buildings, equipment, plans, and grounds to research and analyze structural integrity, balance preventative versus major maintenance costs, and apply technical aspects across areas of responsibility.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
