The primary purpose of this position is to serve as the facility operations specialist responsible for facility and space management and physical security to all Air National Readiness Center.

Duties

Plans and coordinates all work requirements and complex projects to maintain buildings. Oversees facility management resources including personnel, service contracts, financial programs, space utilization, and information resources. Implements and evaluates programs to manage safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, hazardous materials, and waste. Attends staff meetings, working groups, and coordinates with various personnel to accomplish facility work. Performs first level supervisory personnel management responsibilities.

  • Serves "on call" and may be required to be available after duty hours when problems arise. The incumbent is subject to be on call 7 days a week / 24 hours a day.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Must be able to obtain and maintain a Secret Security Clearance.

  • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Facility Operations Services Series, 1640. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project; knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations with highly complicated technical requirements that have no clear precedent of plan, with varied functions requiring different operational procedures to inspect facilities, evaluate use patterns and identify maintenance or restoration requirements; analyze facility and equipment requirements against facility needs. Must also have a thorough understanding of building tenants and client's agency needs, requirements, and customer satisfaction drivers to operate, maintain and manage real property assets in a manner that provides quality facility services at a reasonable cost and satisfies building tenants. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements for facilities and equipment. Knowledge of basic Air Force budgeting principles, concepts, and practices. Knowledge of safety and security practices for facilities and Air Force organizations. Skill to determine deficiencies and prepare complete documentation for new constructions or repair and alteration projects. Ability to communicate effectively both orally and in writing. Ability to read and interpret paper or computer-based engineering drawings and schematic diagrams, and to use automated systems to retrieve, maintain, and update documents and records. Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees, and skill to teach marketing techniques to employees. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
