The primary purpose of this position is to serve as the installation facility program coordinator to plan, coordinate, and evaluate the installation-wide process for balancing work schedules to ensure efficient and effective maintenance and repair of facilities. Collects, records, validates budget and real property asset information, and perform quality assurance.

Duties

Provides program management oversight to integrate and synchronize the Operations Flight workforce for demand maintenance/customer service. Receives, reviews, and processes all CE work requirements and CE Enterprise IT data associated with operations management, warranty program management and investment planning. Plans, manages, coordinates, and executes the Facility Manager program. Develops training and maintains data in support of the installation Facility Manager program. Supports the Unit Control Center (UCC) during exercise and real-world situations. Receives training to support the UCC during exercises and real-world situations (i.e. natural disasters, chemical spills, aircraft emergencies, terror attacks).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Facility Management Series, 1640. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge to apply the full range of principles, concepts, and practices concerning facilities and equipment operations sufficient to plan, coordinate, direct, and monitor facility operations to determine facility and grounds maintenance and repair needs; prepare statements of work; serve as the COTR; and oversee a program involving limited technical issues and specific and well-defined objectives. Knowledge of Air Force budgeting principles, concepts, and practices to prepare budget requirements for maintenance and restoration projects. Knowledge of the full range of principles, concepts, and methods of facility administration sufficient to inspect facilities to evaluate use patterns and identify maintenance or restoration requirements; and coordinate and assist engineers to ensure adequate maintenance or restoration of buildings and grounds with minimum disruption. Practical knowledge in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking, and coordinating the execution of work requirements; performing quality assurance and data analysis in support of maintenance and repair optimization activities. Knowledge of Unit Command and Control activities during exercises and/or contingency operations. Knowledge of safety and security principles for government facilities organizations. Knowledge of basic facility programming; governing documents such as AFIs, DoDIs and UFCs; work classification and prioritization, Civil Engineering organization and hierarchy, and Civil Engineering policies, procedures, playbooks, and guidebooks. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in engineering, industrial arts, property management, or business administration. NOTE: You must submit copies of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles, concepts, and practices concerning conventional facilities operating requirements, capabilities, and maintenance needs of facilities and equipment for a broad range of field level operations. Knowledge of basic federal budgeting principles, concepts, and practices. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature to devise organizational structuring options for programs of a limited scope; including ability to access, locate, or prepare information through the use of a personal computer and software programs. Knowledge of a variety of basic logistics concepts, principles, practices, procedures, and regulations applicable to logistics management including the organization and functions of activities involved in providing logistical support. Skill in reading and interpreting paper- or computer-based engineering drawings and schematic diagrams to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
