THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HUMAN RESOURCES SPECIALIST (TITLE 5), Position Description Number T5025000 and is part of the IL HRO AR, National Guard.
Duties
As a HUMAN RESOURCES SPECIALIST (TITLE 5), GS-0201-11, you will serve as a human resources advisor and technical specialist for employee relations, employee benefits, performance management, and compensation. Utilizes advanced knowledge of a variety of human resources management functions in coordinating actions for these programs.
Major Duties - This is NOT an all-inclusive list:
Provide overall advice and assistance on a wide range of employee relations matters.
Act as subject matter specialist in employee relations, employee benefits, and performance management expert independently resolves difficult issues/problems requiring consideration of the total personnel management system.
Manage, administer and provide advice on such programs as life and health insurance, leave, Thrift Savings Plan (TSP), Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), Long Term Care, and the Federal Employees Compensation Act (FECA).
Administer and provide advice on performance management systems, the incentive awards and suggestion programs.
Develop new or modified local procedures to improve the various programs effectiveness for managers and supervisors in support of the agency goals.
Review performance standards and appraisals for regulatory compliance and analyses for trends and problem issues such as disciplinary, impact on employee morale, supervisor/managers responsibilities and legal implications.
Assist the HRO Specialists and managers with Reduction-in-Force actions.
Administer the awards program involving monetary and non-monetary recognition.
Maintain and monitor a tracking system to evaluate and provide management with reports of statistical information pertaining to status, financial impact, types and numbers of awards.
Requirements

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications
SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1-year of experience equivalent to the GS-9 Level; experience with employee relations, employee benefits, and performance management; experience counselling personnel on pre-retirement, obtaining professional health/mental assistance, leave usage and situations of potential FECA abuse.
One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
