THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) (TITLE 5), Position Description Number T5036000 and is part of the IL HRO AF, National Guard.

Duties

As a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) (TITLE 5), GS-0201-9, you will: Provide technical guidance and procedural assistance to supervisors and employees in executing a variety of employee benefits programs to include retirement, workers' compensations, health and life benefits. Develop and carry out specific projects to accomplish the technical support mission of a Human Resources office. Advise supervisors and employees on regulatory requirements of programs and develop instructions. Review and interpret policies, directives, and other issuances by the Office of Personnel Management, National Guard, Department of Labor, and outside control agencies for applicability to activities serviced. Obtain facts to reconcile apparent conflicts regarding payment of benefits. Research, write, and compose draft local instructions, directives, and reporting requirements for Federal Compensation Act. Provide background information and/or answer congressional inquiries related to injured employees' claims. Provide technical, procedural, and evaluative assistance in the area of employee benefits. Advise employees on all facets of Thrift Savings Program, such as loan provisions, calculation of benefits and contributions, and investment options. Responsible for processing and maintaining various claim forms and providing additional information as required in the completion and submission of forms. Assist in administering the retirement program for employees desiring to retire under various retirement systems. Process retirement actions, which are moderately complex, non-controversial, and/or recurring cases. Provide counseling to management, employees, retirees, and family members on complex retirement insurance benefits, entitlements, and options. Analyze information to establish the length and type of credible service and prepare annuity computations for employees. Coordinate publication of local policies and regulations. Investigate facts and develop cases relative to on-the-job injuries, illnesses, process non-routine claims, which requires identifying and substantiating information. Review, interpret, and distribute informative material on new, changed, and pending policy changes for employees that impact existing benefit program entitlements. Conduct new employee orientations covering numerous aspects of the technician program. Serve as the point of contact for all facets of the Federal Thrift Savings Program. **This is NOT an all-inclusive list of duties.**

Qualifications

GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools in human resources business programs and have a validated understanding of the basic principles and concepts of this occupational series and grade. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE: GS-09 Level - Must possess at least at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description; must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement; a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing; experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions; experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options; competent in discussing the equal opportunity and sexual assault prevention and response programs; experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs; competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities; skilled in applying program policies, directives, publications, and training manuals; knowledgeable on allocating manpower resource budgets or execution procedures; experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
