THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), Position Description Number D1118P00 and is part of the IL RRB, National Guard.

Duties

As a HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), GS-0201-9, you will provide support to the ARNG Supervisory Human Resources Specialist (Military), otherwise known as the Recruiting and Retention Manager (RRM), in the administrative and program operations of the recruiting and retention function. Major Duties - This is NOT an all-inclusive list: Provide technical guidance and procedural support to supervisors and various personnel as necessary. Coordinate and participate in recruiting efforts both locally and nationally at recruiting events such as conferences, schools, and school programs. Conduct on-site visits to answer questions, resolve problems, and assist at state and national conferences to recruit new applicants. Serve as a principle point of contact for applicants and other interested parties during the recruiting and application process. Determine the eligibility of applicants and screen-out candidates who do not meet program requirements. Ensure that applicant packets are complete and that all the required documents are included, i.e., licenses, education, experience, training, professional affiliations, and malpractice insurance carrier data as required. Determine which programs applicants may be eligible based on qualifications, level of education, professional credentials, experience, and interest. Take appropriate action to comply with directives or refer matters to the appropriate personnel for action. Advise supervisors, personnel, and applicants on regulatory requirements of programs and develop letters of instruction. Compose and prepare a variety of correspondence directed to local, national, civilian, military, professional groups, associations, and education institutions concerning recruitments and educational programs. Conduct prime source verification on all licenses, malpractice insurance, clinical privileges, education, and board certifications with appropriate accrediting sources. Evaluate the effectiveness of recruiting efforts and suggest alternate events to increase strength. Participate in developing and implementing written policies and guidelines pertaining to recruiting and retention programs. Evaluate the effectiveness of specific recruiting and retention programs to identify trends and suggest corrective measures to increase strength. Pinpoint program deficiencies and recommend possible solutions with recruitment and retention programs.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ? 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officer/Warrant Officer/Enlisted - May not exceed the rank of CPT. GENERAL EXPERIENCE: MUST possess experience or training gained through military or civilian technical training schools, within the human resources business programs; and a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes 12 months experience or training using references and resource materials; experience in program functions such as maintaining personnel records, counseling, or classification and assignments; experience performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, and/or managing personnel records and researching record data; and experience in operating a computer and using varied computer programs. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
