You will serve as a FINANCIAL MANAGEMENT ANALYST in the CORPORATE BUSINESS & ANALYSIS GROUP, PROGRAM & BUSINESS ANALYSIS DEPT, CORPORATE SUPPORT ANALYSIS DIV of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will be responsible for the overall formulation, development, execution, and management of financial plans and budget. You will interpret and apply Department of Defense Financial Management Regulations, appropriations law, Navy and local policies. You will work closely with other Department personnel and Comptroller personnel. You will be responsible for data calls for both internal customers and external customers.

• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Identifying, analyzing, and resolving a range of budgetary problems, including development of alternative methods of funding, and formulation of budget estimates; 2) Extracting information from financial systems and performing data analysis; 3) Demonstrating knowledge of budget development, financial tracking, planning, and analyst; 4) Interpreting budgetary policies, procedures, and regulations. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
